Nobody chooses to be hungry. It is a condition arranged by other people: by blockade, by tariff, by land seized and left idle, by a supply chain built to protect a price rather than a person. When we say a child starves, we are describing a decision made at a desk. The standard asks only that we look at the child first and the filing cabinet second.
